Form HTML generated action url issue in Mautic 5

What happened?

When the site url is set to start with https://, the form action URL always starts with http:// in Form HTML generated code, there is difference between site URL and action URL, this issue causes an insecure warning and the request is blocked.
There is not the issue in Mautic 4.4.12, The generated action URL always keeps the same as the site URL in Mautic 4.

How can we reproduce this issue?

Step 1: Components/Forms
Step 2: Select one form
Step 3: Click Manual Copy button in Form HTML at right side
Step 4: Despite the site URL starting with https://, the action URL starts with http:// in the form's content codes.
