Unable to check for plugin updates unless website has been selected before #22161

Steps to reproduce:

Observed behaviour:
The Update check fails. In the browser console, one can observe the following failed HTTP request:
Request: POST | https://analytics.example.com/index.php?module=CoreHome&action=checkForUpdates&date=
Response: "Error: The requested website idSite is not found in the request, or is invalid. Please check that you are logged in Matomo and have permission to access the specified website."

Expected behaviour:
The Update check should not be reliant on any website permissions, so the update check should succeed

Workaround:
Switch to "All websites" before switching back to "Manage Plugins" to check for updates
