Win version without installer cames without translation folder

All *.qm files are located in the main folder. I had to create a 'translations' folder and move them so that the 'Main Window -> Locale' settings offered different regions option.

Also, I tried the semicolon delimiter in both installed and without installer versions and it did not work. The *.csv file came with commas.
