DHF 5.0.2 Smart Mastering RFE: authoritative source or conditional max values #3033

The issue

Short description of the problem: When merging authoritative and non-authoritative records, I would like the authoritative values to prevail when they are present. If there is no value in the authoritative record, I would like all the values to be present (the default behavior), but if there is an authoritative value, only its value (or values if multiple) should be present in the result.

Which Operating System are you using? CentOS 7

Which version of MarkLogic are you using? 9.0-9

Which version of the Data Hub Framework are you using? 5.0.2

Is this a QuickStart UI bug? If so, which browser are you using? no

@crism how do you identify 'Authoritive' records? By the source they are coming from, or something else?

In this case, I defined the authoritative ones by the source. There could be some other pattern, too, but source would be a good start.
