[Feature] Support for HTTPS Proxy setting per account

Is your feature request related to a problem? Please describe.
We have multiple on-prem JIRA servers at work and some are only accessible through https proxy servers. Some of the instances require different proxy servers than others.

Describe the solution you'd like
A per-account proxy setting in the Jira Issue Account settings dialog would make managing each Jira instance's proxy server much easier.

Describe alternatives you've considered
I can set the HTTP_PROXY variable in the environment that I launch Obsidian from, but that means only one proxy server can be active at a time.
