Logged in and out states for Developer and Metro Extracts

There are inconsistencies on maintaining a logged in or logged out states for the user across Developer and Metro Extracts.

Steps to reproduce:
(User already authed)

• https://mapzen.com/developers/sign_in and sign in
• https://mapzen.com/data/metro-extracts-alt/ and go through creating custom extract (works perfectly and doesn't as me to auth again)
• https://mapzen.com/developers/ and sign out
• https://mapzen.com/data/metro-extracts-alt/odes/extracts/ still signed in

OR

• https://mapzen.com/data/metro-extracts-alt/ and start creating custom extract
• https://mapzen.com/data/metro-extracts-alt/odes/extracts/ and sign out
  • https://mapzen.com/developers/ still signed in
