Reference : magento/magento2#16388 (Magento 2.2.4)
Testing on Magento 2.4.6-p1.

The Patch m23plus-fix-free-shipping-cart-rule.patch set all shipping methods cost to 0. Even if the quote is eligible to free shipping, Magento must display all shipping methods alternaltive to free one

With the patch applied :

My thought is this patch must be moved to the optional directory.
