What's the CI task to develop? Please describe

To improve build time, when building and publishing images, we don't need to run any tests, as tests have been verified when merging PR.
This has been introduced to longhorn-engine, but we need to apply it to all repos.

Describe the items of the task development (DoD, definition of done) you'd like
