I've seen three councils now have issues with the blocks that publications uses (Main nav, on-page nav and the title block) not being placed on install.
Currently, they're placed using optional install config - one for localgov_base, one for localgov_scarfolk. This works fine for LGD's other modules which are mostly installed before a custom theme is applied to a site, but doesn't seem to work 100% of the time for sites that have a custom theme.
I think the best solution to this is to place the blocks we need programmatically in hook_install directly into the site's default theme.
