Should the topic list builder paragraph be enabled

This feels a bit out of place, as that is used for building sublanding pages, not general links, though there is a simmilar link and summary (I think its called that) in localgov_paragraphs.

The topic list building is particular to services, and is being reconsidered anyway.

I also see localgov_link which is then not enabled, is that the intended target?
