Directory facets missing from microsites.

Default install of 4.x - the directory facets do not seem to install.

We expect to see localgov_directories_facets facet at /admin/config/search/facets but that is not present.

The Directory Facets block is also not available to be placed.

@markconroy is having a similar issue, but with the 2.x branch.

Just done a fresh install on 2.x and get no localgov_directories_facets at

/admin/config/search/facets

So the conditional logic that installs the facet might need to be investigated.

Oh! Did #348 actually fix this. It sounds like it those visibility conditions would stop the block being placed.
