Move core fields that are storage only to the relevant module (Localgov services)

This would be

• localgov_email_address
• localgov_facebook
• localgov_phone
• localgov_twitter

Originally shared by both services and directories, it looks to me that directories uses its own localgov_directories
eg.

• Email
• Phone
  Facebook and Twitter don't appear in directories default install anymore.

If that is the case, then moving these accross should have no effect on existing sites, and new sites get these fields if they enable localgov_services, but if not it's tidier for them.
