Don't allow the deleting of the localgov_alert_banners workflow configuration #182

Picking up from #181

It shouldn't be possible to delete the workflow configuration while the Alert Banner module is enabled.

Not sure the best way to do this. Either need to hook into the entity delete process to prevent this or the workflow should be defined in code.

Should add this information to the readme that if the workflow is deleted then published the banners won't be possible.
