[Request] Create topics using a free model

🥰 Feature Description

The current lobechat uses GPT-3 to create topics by default, and does not support users choosing the model for creating topics.
GPT-3 is cheap, but not free. As there are some free LLM APIs, such as Groq LLaMa3 and Google Gemini, would it be possible for users to choose a free model for creating topics?

🧐 Proposed Solution

Add an environment variable in DEFAULT_AGENT_CONFIG to select the model for creating topics.
