Shortcuts (like Ctrl+C, Ctrl+V, and others) are not working in any Java-based application if we use Russian layout.

Steps to reproduce

Open RubyMine, NetBens or other Java-based application, switch to russian layout and try to use hotkeys

shortcuts works
