我看到了许多重复的环境判断和css-load加载，应该可以合并抽离出来的。
另外，工程应该是基于Vue-cli之前的配置方式搭建的，可否考虑过调整配置和依赖跟进至新的Vue-cli配置？

vue-loader.config.js 里的配置是给.vue文件用的,

dev.conf 和 prod.conf 里是给.css/.less之类文件用的.

封装下页可以, 但是代码更多...

vue-template 近几个月也没更新什么实质性的东西...webpack版本也还是2.6.1
