When using libretro-buildbot-recipe.sh, if NOCLEAN is set to any value, cores fail to pull and clean step is skipped. It doesn't cause issues with the recipe for retroarch, only the core recipes. I originally referenced this in #1190, but didn't fully understand the cause at the time.

This was discovered using my personal update script, but seems unrelated to any specifics of my setup.
