I’m using one of latest daily build (1.16.0 of 2023-09-10) (Beetle PSX 0.9.44.1), setting controller 1 as Dual Shock rumble is working dine but only for strong vibration (tested on MacOS and iOS).
When it’s time for a weak vibration during the gameplay nothing happen.
If you want to test it there’s a tester inside the Metal Gear option menu.
