Retroarch seems to be always reading my inputs, even if not the active window
Expected behavior
It only reads inputs when it's the active window
Actual behavior
It always reads inputs
Steps to reproduce the bug
Launch RetroArch
click on another window
use the controller
Bisect Results
Occurs only on udev/sdl2 drivers. linuxraw and parport are unable to configure controllers as they don't seem to see button presses.
Results are identical between X11 and Wayland. Other software like Bizhawk does not show this behavior, indicating it's likely an issue with RetroArch.
Version/Commit
RetroArch: 1.17.0
Environment information
OS: Arch Linux
Compiler: N/A
