Describe the bug

PasswordBox Placeholder not working properly.

To Reproduce

<ui:PasswordBox Password="Sucrose Wallpaper Engine" PlaceholderEnabled="True" PlaceholderText="Enter a password" />

Expected behavior

When PlaceholderEnabled is true, Placeholder should not appear if there is data in the Password.
