Make time and date formats in INDT templates user-configurable

Currently, time and date formats in the INDT templates are fixed and more importantly, the timezone is hard coded to SGT. Both of these need to be user-configurable.
If the user does not configure the timezone, it should default to the spreadsheet's timezone.
