类似 https://github.com/marak/Faker.js/, 可以设置locale.

@treenwang 例如你使用 ctitle 时, 再设置 locale 为 en 这种情况下, 所谓的 local 配置是没有意义的. 建议自行封装一下，也很简单, 按目前情况来看, 其他是 zh 模式下给占位符号添加 c 前缀.
