Storage Class: Aggregation of Sparse/Ragged

This enhancement will allow users to aggregate registered sparse or ragged data into a single handle that will slave the sparsity patterns of the underlying data, i.e., changes to the sparsity structure will be communal. This issue will be affected by the sparse/ragged refactor: #467
