Enable GitHub Discussions for the lando/lando project

As a contributor to the Lando project, I propose enabling GitHub Discussions for the lando/lando repository. This move aims to streamline and centralize discussions related to all Lando sub-projects, offering the following advantages:

• Centralized Communication: Discussions consolidate conversations related to various sub-projects, providing a unified space for contributors and users.

• Issue Cleanup: Many existing issues could be better suited as discussions, promoting a cleaner and more efficient issue tracking system.

• Broader Project Goals: Discussions are crucial for addressing broader topics related to the transition to Lando v4, fostering collaboration on project-wide goals.

• Efficient Communication: Discussions offer a flexible and collaborative platform for addressing broader topics, enhancing understanding and fostering community engagement.

• Issue Resolution Focus: The distinction between issues and discussions promotes a more effective problem-solving process, ensuring a clear focus on actionable items.
