Currently it gets the tota11y.js file from khan.github.io/tota11y/tota11y/build/tota11y.min.js. If the extension included the file instead then it could be used offline, unless tota11y itself needs a Internet connection. This would require some sort of way for us to update the extension every time there's a new version of tota11y.
