Currently kurator has provided the capability to support service discovery and communication across clusters. It is a making use of service mesh, and also need sidecar.

In some case, users do not want to introduce sidecar to achieve cross cluster service communication. So kurator should provide a light-weight solution. Maybe via CNI layer, I am not sure either. Need to investigate.
