We used nilaway in this PR to identify potential nil panics in a particular package. We should try using this more broadly, too.

This issue is for:

Run nilaway manually against the launcher codebase and fix potential nil panics
Add nilaway to launcher CI to automatically check for potential nil panics in the future

RebeccaMahany added the good-first-issue label
