Add S3/S4 plot showing spectroscopic MAD at native resolution (i.e., MAD vs wavelength). Also add average MAD and smoothed MAD to plot. Report outliers. #595

Kevin initially suggested this, and I fully agree - I do this all the time in a Jupyter notebook, and having this automated is definitely something we should do
