Remove the Flow Draft feature

Feature description

Several users reported they found flow drafts confusing or causing anxiety about flow revision history, e.g. here it pops up when you try to create a new flow:

We discussed this in Weekly Meeting today, and everyone agreed to remove this functionality. If many users will ask about it, we can bring it back in a more polished/thought-through implementation.
