This occurs because it internally uses an extension, and those can only be used in incognito with an user-action or force-install policy (enterprise). See (https://support.google.com/chrome/a/answer/13130396?hl=en)

You might be able to support it with

driver.get("chrome://extensions")
# Find the extension that you want to use in Incognito mode.
# Click Details.
# Turn on Allow in Incognito.

or simply specify seleniumwire_options=True which will make it use seleniumwire instead of an extension
