Follows your installation steps. On sudo pip install motioneye.eo step I've got an error with proposal to install in virtual python environment (venv). The easiest step proposed to install via pipx. After installation there is mess with folders, symlinks and access rights. I managed to run meyectl manually but not as systemctl motioneye.service - it have an permission denied error. I granted 755 rights to meyectl and folder but now it have an error with bad python interpreter for python folder installed (/root/.local/bin/ and /root/.local/pipx/venvs/motioneye.eo/bin

Found a solution here - https://www.reddit.com/r/debian/comments/14g9np9/debian_12_pip_makes_trouble/
just sudo rm /usr/lib/python3.11/EXTERNALLY-MANAGED and installation succeeds
