Raspberry Pi 4B, Buster
I have tried to install as described here: https://github.com/motioneye-project/motioneye/wiki/Install-On-Debian
Already here:
apt-get install motion ffmpeg v4l-utils -y
there were problems:
Reading package lists... Done
Building dependency tree
Reading state information... Done
v4l-utils is already the newest version (1.16.3-3).
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:
The following packages have unmet dependencies:
ffmpeg : Depends: libavcodec58 (= 7:4.1.9-0+deb10u1+rpt1)
Depends: libavdevice58 (= 7:4.1.9-0+deb10u1+rpt1) but it is not going to be installed
Depends: libavfilter7 (= 7:4.1.9-0+deb10u1+rpt1)
Depends: libavformat58 (= 7:4.1.9-0+deb10u1+rpt1) but it is not going to be installed
motion : Depends: libavcodec58 (>= 7:4.0)
Depends: libavdevice58 (>= 7:4.0) but it is not going to be installed
Depends: libavformat58 (>= 7:4.1) but it is not going to be installed

can you try with aptitude :
aptitude install motion ffmpeg v4l-utils -y

(if you don't have aptitude, do first : apt-get install aptitude -y)
