[SUGGESTION] Have static versions of some parrots #233

As pointed out over at PretzelCA/partydiscord#4

Static versions of the party parrots would be useful for when animated gifs cannot be used, of course this wouldn't work with some party parrots but the majority of them could have a static counterpart.

The static parrots could be put in a separate folder to keep the parrots organized.

I created a branch with a bunch of auto-generated versions using find . -name '*.gif' -exec gifsicle -b {} --delete "#1-" \;.

We will need to review these and find better frames for some of them (i.e. the conga series, moonwalk, etc.)
