Client eligibility UI confusing

This UI element is a bit confusing:

The ambiguity arrises because its not clear if the checkbox label refers to the current state or the state the client will become if you uncheck the checkbox. I'm not sure of the best/right solution but a minimal step to effectively invert the checkbox label and reflect the current state, something like:

Ideally the label is constant and the checkbox is unchecked if the client is ineligible.

Maybe it makes sense to remove the check boxes for the first 2 items, as they are not a state, but an event. They do result in a state, being the eligibility and in a procedure (removing either all or non-system allocs).

And then renaming the 3rd makes sense indeed
