Reproduced in Chrome, FF and Chrome incognito both with Confluence DC 11.4.1 and 13.0.0

and in diagrams.net online

Also:

Sometimes the label also disappears (it depends on which cells are merged). Looks like the issue appears with cells in a column only, not in a row.
Bring to front/back shift merged cells

Reported in DID 11412 by Confluence DC paid user. Video added to the ticket notes.
