Refactor etc management

Today "estimated time to complete" (etc) is persisted in the database. Some java code has been added to decrement it or increment it when one adds or remove a contribution.

It would be more relevant to persist a delta which is a data that is far more stable. That way the etc would be computed, and no update would be required when one adds or removes a contribution.
