Current pyproject.toml specifies >= 3.8 but files in pallas some files use piped-union typing (PEP 604) which wasn't introduced until 3.10 (e.g. core.py).

Sorry, we should update that. I think we can remove the piped-union typing but JAX just dropped support for 3.8 so we'll need to bump to 3.9.

A PR to that end would be welcome. Otherwise I can probably get to it by EOW.
