Can't open asio jack-router device under windows under different user #935

Describe the bug

I am using windows for run multiple instances of ableton under different system users. E.G. user-foh, user-iem, user-rec.
This is because I need to force ableton remember their device settings for each ableton instance.
Now I am trying to use jack2 with asio jack-router but ASIO JACK-ROUTER device is only openable under user which qjackctl is started. I am not able to solve this with any administrator rights etc...
Normally all asio devices are openable with are system users. EG. I have dante virtual sound card asio device. I can open that asio device under any of existing windows users.

Environment

  • JACK Version: 1.9.22
  • **Operating System: windows 10 ltsc **
  • Installation: exe installer from original web page

Steps To Reproduce

Create two windows administrator users user1, user2

Under user1 run qjackctl, click start, try to connect with any application to asio jack-router device - it works
Log in parallel to other user user2 - run any audio application (eg. ableton, sonobus etc...) - try to connect asio jack-router - IT FAILED

Expected vs. actual behavior

Possibility to open asio jack-router device from different users under windows
