Is possible to create a virtual device in jack?

I am looking for create a virtual microphone and in a Java application e.g. send packets to this microphone then this microphone will be used in any application e.g. Skype.

It is possible? If yes can you give me a example of how to create this virtual device and how send packets to it? If there already have examples please show me where are they.

P.S. I want to do all this in command line or programatically
