iscsid service dies immediately with exit code 35; iscsictl "Permission Denied" messages #100

I'm running macOS 10.13.6, installed iSCSIinitiator successfully, but I'm having two issues:

  1. when I attempt to run 'iscsictl add target ...', it prints 'iscsictl: Permission denied' and dies.

  2. my syslog is full of these messages (every 10 seconds since boot):
    Aug 2 06:46:06 slackbookpro com.apple.xpc.launchd[1] (com.github.iscsi-osx.iscsid[3928]): Service exited with abnormal code: 35
    Aug 2 06:46:06 slackbookpro com.apple.xpc.launchd[1] (com.github.iscsi-osx.iscsid): Service only ran for 0 seconds. Pushing respawn out by 10 seconds.
