The irods_plugin_dependencies and irods_plugin_dependencies_obj targets are defined in lib/core:

irods/lib/core/CMakeLists.txt

Lines 107 to 108 in e4b4e8a

add_library(
irods_plugin_dependencies_obj

irods/lib/core/CMakeLists.txt

Lines 159 to 160 in e4b4e8a

add_library(
irods_plugin_dependencies

We should move them (including any headers used exclusively by irods_plugin_dependencies_obj's source files) to a separate directory.
