Add worker image with the ilab CLI but not CUDA

We have two worker images right now:

• A full image with the worker, ilab CLI, and CUDA support
• A test image with the worker binary only, no ilab CLI, for running in a test mode that doesn't do any real work

I have a need for a third image that includes the worker and the ilab CLI, but not any GPU support. This would be used for running a worker that doesn't use a local model at all. It would be for a worker that only talks to remote models after #116.
