Suspect these are two different cases. First one is due to poor downscaling/sampling, second JPEG compression artifacts due to too low quality setting.

Until there's a fix or if a fix is not possible, is there any rules or guidance we could use in DS to define when we should use the browser to scale the image instead of imgflo?
