@touch CSS rules don't fire in 2.0.0-alpha.234

Description

CSS rules keyed to @touch are no longer working in the current alpha, although @Move continues to behave as expected.

Reproduction

Duplicate the imba.io playground's Draggable demo in a fresh project to see that the rotation and scale change won't take effect until the tile is actually moved and not when first clicked as in the website playground.
