Add Role for OS Kernel Parameters and User Limit Configuration

The current playbook is not properly configuring OS kernel parameters and user limits. We need to create a new role that allows us to add the correct values specific to customer environments. This role should only increase values when they do not meet the minimum requirements, ensuring we don't negatively impact existing configurations.
