The multi_husky_playpen launch file isn't included in the binary distribution of husky_gazebo. You'll need to build the package from source if you want to use that particular launch file, as well as install the multimaster_launch package.
Note that the multi-master simulation isn't well-supported and hasn't been actively maintained in some time.
