SmartReply遇到小冰停不下来 #113

重现步骤：

用机器人号加了小冰
机器人号加载SmartReply插件，登录在服务器上
小冰运营群发了一条消息/主动用机器人号给小冰发消息
于是他们就愉快地开撩了
看了日志最后是机器人号连接图灵API失败，才结束的

btw:

后来主动给小冰发消息，也开始撩，停不下来
把小冰公众号设置成不接收消息，也一样会接收
把小冰删除掉，不是好友依然可以互发，并且出现在聊天列表里
最后不想搞事情，只好在客户端把机器人号强制下线了

把小冰删掉依然可以互发肯定哪里出问题了我检查下

这种机器人互聊死循环的问题，我考虑下加个聊天用户黑名单之类的吧

这不能算bug吧，可以用频率限制，譬如每分钟30条，超过限度了就闭嘴
