Permission denied - git --version (Errno::EACCES) on Windows 10

Hi
I'm trying to install Heroku CLI on windows 10.
Got into this error when running heroku --version:

read about the MySQL, so I don't really mind/care abt it

It's the:

that I'm asking about

Fyi, Git can be run using the same user. so I'm at lost here

usually this is because the PATH is invalid
