The current packer image comes with apk-tools v2.12.5-r1 which is affected by CVE-2021-36159. Please either update the image to pull Alpine 3.14.1 (or later) that includes apk-tools v2.12.7-r0 or upgrade the apk-tools in the Dockerfile.
