[VOTING] Architecture for open source voting framework #1

This task consists of the creation of a voting framework.

The voting framework should address the 3 voting processes:

registration;
balloting;
tallying;

The framework should be flexible enough to switch what software/alogrithm etc. will be used on each of the steps.

It is also necessary to present some alternatives to use on each step.

A text description is also nice to have.
